<p>- Due to the immediate proximity to the senior residence at 3825 Sheppard Avenue East, the subject pedestrian refuge island is used predominantly by seniors who often require extra time to cross the road.</p>

<p>- The potential concerns involving pedestrians crossing the subject area suggests that additional crossing protection should be considered at this location.</p>

<p>Following the study, a poll was mailed to residents between Victoria Park Avenue and Blantyre Avenue. Of the ballots returned, 35 of 58 were in favour, meeting the required threshold under Municipal Code Chapter 925. Based on these results, Scarborough Community Council adopted Item SC23.19 on June 5, 2025, authorizing overnight on-street permit parking on the odd (south) side of the street and prohibiting parking at all times on the north side.</p>

<p>Since the adoption of SC23.19, residents have raised concerns that the number of available spaces is not sufficient to meet the community’s parking needs. Many households do not have access to garages or private driveways, resulting in repeated overnight ticketing and ongoing challenges in finding legal parking. To address these concerns, this motion proposes to rescind the existing prohibition on the north side of Northview Avenue and authorize overnight on-street permit parking on the even (north) side from Victoria Park Avenue to Blantyre Avenue. This will provide additional regulated, equitably distributed spaces, while ensuring flexibility to accommodate accessibility needs where required. Without this motion, residents would continue to face significant challenges in accessing parking on their street, whereas approval establishes a transparent, regulated system that directly responds to concerns raised during consultations.</p> |
